Deputy Ryan Gaffney was fired from the Bucks County Sheriff’s Office last month after investigators accused him of photographing nude prisoners and sharing the images with civilian employees inside the department.

The allegations stem from a January 30, 2026, incident. Five uniformed deputies responded to a home where a man was suffering a mental health crisis. The man, naked from the waist down, was being helped into pants when investigators say Gaffney used his iPhone to take a photo of his genitalia.
Another deputy later told investigators he saw Gaffney show the image to a female civilian employee the same day. A witness also claimed Gaffney had done something similar in late 2024, photographing a detainee’s bare buttocks while in custody.

Bodycam footage from other officers at the scene showed Gaffney covering his own camera with his hand before pulling out his phone. Investigators said he manipulated the device while the man dressed, with the camera app open, before returning it to his pocket.
Forensic search contradicts deputy’s denial
Gaffney spoke to the Bucks County sheriff about the allegations in March. When asked if he had taken photos of naked detainees, he denied it, saying he had only used his phone for texting his wife. His lawyer later provided screenshots of Gaffney’s photo library from mid-January to early February 2026, which did not include the images in question.
A forensic search of the phone, conducted after a judge approved a warrant, recovered both photos. Metadata tied the images to Gaffney’s device and matched the timing of the January incident. The search also found evidence that he had shared one photo with two contacts and another with twelve people on four separate dates.

Charges filed by District Attorney
Bucks County District Attorney Joe Khan announced charges against Gaffney on April 23, including official oppression. Khan called the case a betrayal of public trust.
The next court appearance is scheduled for May 15.
